Nov 21, 2022 · Umm a 5/8 stubby open ended wrench can get on the pivot arm from the top to try rotate it. I'd recommend undoing the 10mm nut on linkage as you'll probably find the actuator is failed and locked up, not the bushing of the the actual wastegate.

Dec 21, 2021 · My understanding of this issue (based on my own Golf's problem) is that the actuator only fails because the flapper itself gets seized, causing the actuator to bend. The fix is to either replace the flapper (requires some cutting and welding) or the turbo body with a reman unit.
