ATLANTA — I n 1962, a stylish and progressive Augusta Democrat named Carl Sanders was plotting a run for governor of Georgia. Meanwhile, in south Georgia, another Democrat was plotting his first run for political office: Jimmy Carter had his eye on the state Senate.
