Sorry, not native to Israel but I travel here very often for business. I am actually here now. It can be cold and rainy in February with temperatures in the 45-65F range. Safety is a very personal issue. I can tell you that I feel fine here but it may be different for you. I would ask your embassy for their recommendation.
